I'm Spencer Philips, a William & Mary graduate and small-business owner running to represent Western Henrico in the Virginia Senate.
Life is getting harder for us. The special interests control politics, and we've been forgotten. A.I. is changing our economy and our country, and the politicians have no plan for the consequences. Our opportunities are disappearing and all the parties want to do is yell at each other. Somewhere along the way we forgot who's in charge, and it's not anyone but us.
It doesn't have to be this way. I’m running as a Republican to finally make the system work for us.

I am sick of our government making decisions to please the special interests and the extreme fringes in both parties. The voice of the people is lost, and we have to fight like hell to get it back.
Life is getting harder in Virginia. Our costs are going up, A.I. is changing everything, and our politics are rotten to the core.
Who will solve the problems if not us? Who will fight to break their power over the system if not We The People? It is our right to change things—we’ve just forgotten it.
I’m running as a Republican for the Virginia Senate in a moderate district because I believe in the values our Nation was founded on: liberty, equality, and opportunity.
I don't care about blind party loyalty or appeasing the extremes, because it's not about that.
It's about YOU.I’m going to give everything I have to this fight because I can’t stand to see my country and my state suffer like this anymore.

These are the commitments I will take with me to the Virginia Senate. They’re ambitious because they should be.
Defend THE FUTURE
Artificial intelligence is changing our economy and our lives. We need to make sure our families and communities share in the prosperity of the technology, not just pay all the costs for it. Jeff Bezos, Mark Zuckerberg, and the others will remember they don't control Virginia.
$2B
Full Data-Center Tax
End the disgraceful $2 billion data-center tax exemption so the technology industry pays its share. Virginia’s residents and communities have been handed the massive costs of AI. The billionaires and the concentrated power will be held accountable, and we'll reinvest the revenue in our people.
Data-Center Water & Electricity Tax
Tax the enormous amount of electricity and water consumed by data centers so ordinary citizens are not forced to suffer. They suck up our water, drain our electricity, and decrease our property values. We will raise more than $1 billion and return that revenue directly to residents and homeowners.
No AI Surveillance
The General Assembly has opened the door for localities to place AI-powered cameras at every crosswalk and stop sign, significantly expanding the government’s surveillance power. We're no better than Russia or China if we allow this to continue. I will defeat mass-surveillance systems that continuously spy on us.
Financial Literacy & Civic Education
Make financial literacy and civic education a central part of K–12 education. Every student should learn how to save, invest, build wealth, participate in public life, and understand how to control their government. Nothing is more important.
LOWER THE BURDEN
How much is the government going to take from us? Families should have more control over the money they earn and real support when the financial and personal pressures of life become overwhelming.
Reduce the Car Tax
We should not be hit with an absurd tax bill every year simply for owning the vehicles we need to get from place to place. The General Assembly has been weak on this issue for decades. I will fight to reduce the car tax and deliver actual savings to Virginians.
Expand Mental-Health Care
All of us have struggled with mental health or know someone who has. I will speak about it openly, fight for greater resources in schools and public spaces, encourage earlier intervention, and improve insurance coverage for mental-health care.
Energy & Housing Tax Rebate
We need an energy and housing tax rebate to help families manage rising energy bills, mortgage payments, and rents. Our living expenses are high (thanks, data centers!), and Virginians deserve meaningful relief.
Increase Housing Supply
Every family should have the opportunity and economic security to own a home. We should streamline permitting, reform zoning, and make it easier to build starter homes, townhomes, and other housing families can afford.
PUT PEOPLE BACK IN CHARGE
Government should protect our communities, honor those who serve, defend our constitutional rights, and remain accountable to the people whose authority it exercises.
Stand With Law Enforcement
Many of my family members are law enforcement. I’ve seen the toll it takes and the sacrifice the job requires. I will support the officers who protect our communities, and that includes defeating "two-shots" Jay Jones. We will give them the staffing, training, funding, and resources they need to do their jobs well.
Fight for Victims
Victims, families, and safe communities must be at the center of public-safety policy. The justice system should protect innocent people, hold violent offenders accountable, and stand with those harmed by crime.
Veterans & Military Families
Veterans and their spouses should be able to turn the skills they earned through courage and service into good civilian careers. We should accelerate professional licensing, expand education and workforce pathways across state lines, strengthen transition support, and stand with military families.
Protect the Second Amendment
Defend the rights of lawful gun owners. Punitive restrictions aimed at responsible citizens do not stop violent offenders. We should enforce the laws we have, target violent crime, and protect our constitutional rights.
End Gerrymandering
Virginia's recent gerrymandering must never be allowed to happen here again. If we want to keep our freedom, we have protect fair districts and stop both parties from cheating. Citizens deserve a real voice in their government. The parties must never be allowed to choose their voters - it should always be the other way around.
