I’m Spencer! I'm a William and Mary graduate and small-business owner running to represent us in Virginia’s 16th Senate District (western Henrico).
Life is getting harder for all of us. The future is arriving quickly and changing our economy and our country. We're divided like never before. And the government has stopped listening to the people.
The old ways of doing things in politics have failed. New ideas, and a commitment to each other, will get us through this.
I’m running because I'm worried for our future, and I want my generation to lead.
POLITICS SHOULD BE ABOUT PEOPLE AGAIN.
I want to start with principles because they guide everything I do.
They'll tell you how I'll make decisions, who I'll listen to, and what I'll stand for when the choice is difficult.
We the People
Are endowed by our creator with certain unalienable rights.
Freedom
Freedom means having the right and the ability to shape your own life, follow your passions, speak your mind, live according to your values, and make your own choices protected from government control.
Among these are life, liberty, and the pursuit of happiness.
Opportunity
Hard work, good character, and responsibility should still be enough to build a good life in a great country. It's not the government's job to give us everything, but it should create a foundation we can use.
And our government derives its just powers from the consent of the governed.
Self-Government
Government belongs to the people. Leaders should listen, tell the truth, accept accountability, and put us ahead of party or special interests. The people are tired of the lies, the corruption, and the incompetence of the politicians.
I will always act to expand our freedom, create opportunity, and return power to our people.

These are some of the ideas and commitments I will take with me to the Virginia Senate. They're ambitious because they should be!
LOWER THE BURDEN
Families should have more room to breathe, more control over the money they earn, and real assistance when life becomes overwhelming.
Reduce the Car Tax
We should not be hit with an excessive tax bill every year simply for owning the vehicles we need to get from place to place. I will fight to reduce the car tax and deliver meaningful, lasting property-tax reform for Virginians.
Energy & Housing Tax Credit
We need an energy and housing tax credit to help families manage rising energy bills, mortgage payments, and rents. Our living expenses are ridiculous, and we should do something about it.
Mental Health
All of us have struggled with mental health or know someone who has. I will speak about it openly, fight for greater resources in schools and public spaces, encourage earlier intervention, and improve insurance coverage for mental-health care.
Increase Housing Supply
Every family should have the opportunity and economic security to own a home. We should streamline permitting, reform zoning, and make it easier to build starter homes, townhomes, and other housing families can afford.
PREPARE FOR THE FUTURE
Virginia should prepare people for the AI economy that is coming—not leave families, students, veterans, and communities to absorb the costs alone. We need a plan.
Full Data-Center Tax
End the $2 billion data-center tax exemption so the technology industry pays its share. Virginia’s residents and communities have been handed the costs of AI. It is time to change that, and to reinvest revenue in our people.
Data-Center Water & Electricity Tax
Increase the tax on the enormous amount of electricity and water consumed by data centers so ordinary ratepayers are not forced to carry the burden. We could raise more than $1 billion and return that revenue to residents and homeowners directly.
Financial Literacy & Civic Education
Make financial literacy and civic education a central part of K–12 education. Every student should learn how to save, invest, build wealth, participate in public life, and understand how to control their government. We don't need more standardized tests.
Veterans & Military Families
Veterans should be able to turn the skills they earned through service into good civilian careers. Virginia does a good job with this, but there is more to do. We should accelerate professional licensing, expand education and workforce pathways across state lines, strengthen transition support, and support military families.
PUT PEOPLE BACK IN CHARGE
People deserve safe communities, fair representation, and leaders who answer to the people.
Stand With Law Enforcement
Half my family is in law enforcement. I will always support the officers who protect our communities. We will give them the staffing, training, funding, and resources they need to do their jobs well.
Fight for Victims
Victims, families, and safe communities must be at the center of public-safety policy. The justice system should protect innocent people, hold violent offenders accountable, and stand with those harmed by crime.
Protect the Second Amendment
Defend the rights of lawful gun owners. Punitive restrictions aimed at responsible citizens do not stop violent offenders. We should enforce the laws we have, target violent crime, and protect our constitutional rights.
End Gerrymandering
Stop corrupt and dishonest politicians from rigging our maps. Protect fair districts, secure our elections, and give citizens a real voice in their government.
